The Office of University Policy and Procedures (UPP) is located within the Office of the Provost. This office provides a centralized hub for efficient management of University policies and procedures on campus.

What is the difference between a policy and a procedure? 

A policy is a principle or protocol to guide decisions and achieve rational outcomes, and is stated as intent. The policies included in the Library are intended to regulate and control organizational actions. They flow from policy at the University System of Maryland level, using a similar content organization and numbering system.

Procedures are customary methods of handling business. Procedures in the Library are routine business processes on campus that involve two or more departments working together to complete University goals. Documenting these separately from a policy allows for increased flexibility and responsiveness.

All policy and procedure proposals must be submitted through the UMB Policy Administration System for review and processing by the UMB Office of Policy and Procedures.

Revised Policy: UMB Policy on Reporting Suspected Vulnerable Adult Abuse and Neglect

This policy provides direction and guidance to the University of Maryland, Baltimore (UMB) community on the application of Maryland mandatory vulnerable adult maltreatment.

Maryland law requires health practitioners, police officers, and human service workers (social workers and caseworkers) to report suspected abuse of vulnerable adults to the local department of social services. See Maryland Annotated Code, Family Law 14-101, 14-102, 14-103, and 14-104.

Revised Policy: UMB Policy Concerning the Scheduling of Academic Assignments on Dates of Religious Observance; Campus Space for Faith-Based or Religious Practices

It is the policy of the University of Maryland, Baltimore (“University”) to provide academic accommodation for a student if a student’s observance of a sincerely held faith-based or religious belief or participation in a religious activity affects the student’s ability to take an examination as scheduled or to satisfy another academic requirement, and to provide on-campus space to reasonably accommodate observance of faith-based and religious practice. We are committed to fostering an inclusive campus environment that upholds our core values. This policy reflects our dedication to supporting religious diversity as a vital part of our community.

New Policy: UMB Policy Prohibiting Participation in Malign Foreign Talent Recruitment Programs

The University of Maryland, Baltimore (UMB) adopts this Policy as required to implement and to comply with the Creating Helpful Incentives to Produce Semiconductors and Science Act of 2022 (also known as the CHIPS and Science Act), the National Security Presidential Memorandum 33 (NSPM-33), and relevant sponsor requirements.

Foreign influence involves foreign government exploitation tactics that intentionally target U.S. and allied partner research and intellectual capital which in turn threatens the integrity of U.S. research. Recipients of federal funding have a responsibility to protect U.S. interests, and the U.S. research community should be actively engaged in protecting those interests.

Revised Policy: UMB IT Privacy Policy

The University has adopted this Privacy Policy to govern the handling of our community’s private personal information pursuant to Maryland Code State Gov., § 10-13A-03. The institution takes the privacy of any Personally Identifiable Information very seriously and will take any steps necessary to ensure that all information entrusted to the institution is handled with the utmost care and in accordance with any applicable laws and regulations.
