Associate University Counsel

Alex Hortis joined UMB in 2022, bringing more than 20 years of legal experience to the office including recent experience as a staff attorney at the University of Maryland Global Campus, and as an assistant attorney general in the Higher Education Division of the Maryland Office of the Attorney General.  Hortis was previously a contracts litigator with Venable LLP, and a judicial law clerk for the Hon. Alexander Williams, Jr. of the U.S. District Court for the District of Maryland and for the Hon. Kermit E. Bye of the U.S. Court of Appeals for the Eighth Circuit.

Hortis’s diverse portfolio at UMB includes managing student clinical and university affiliation agreements, Public Information Act inquires, various student affairs matters, and supporting the Office of Research and Development.  A certified privacy professional (CIPP-US), he also counsels the University on privacy law and data security regulations.

Hortis received a bachelor’s degree in History magna cum laude from Macalester College, and his JD from New York University School of Law, where he served on the Law Review.
