John C. Weiss III, MBA, Director and President, BioTechnical Institute of Maryland, Inc.

John Weiss BioJohn C. Weiss III is director and president of the BioTechnical Institute of Maryland, Inc., and senior lecturer and executive-in-residence at the University of Baltimore’s Merrick School of Business.


Previously, Mr. Weiss served as the founding executive director of the City of Baltimore’s Parking Authority and was appointed a member of the mayor’s cabinet. While president of Chesapeake Biological Laboratories, he established a model program that successfully trains and places laboratory technicians in jobs in the biotechnology industry, which is now the nonprofit BioTechnical Institute of Maryland, Inc. He organized, raised, and managed five venture capital funds from the mid-1980s to the mid-1990s that focused on emerging technologies and early-stage companies with a special emphasis on the mid-Atlantic region. Mr. Weiss was one of the original members of the University of Maryland, Baltimore (UMB) Board of Visitors in 1995, until it was dissolved and the UMB Foundation (UMBF) was established in 2000. He has offered years of business and economic expertise to the Finance and Audit committees of the UMBF Board of Trustees. Mr. Weiss received a BS from Towson University in 1972 and an MBA from Loyola College of Maryland in 1979.
