Application for In-State Classification

All new incoming students at the University of Maryland, Baltimore (UMB) are initially classified as out-of-state residents for tuition purposes. If you believe you qualify for in-state status, you must complete the Application for In-State Classification.

Eligibility

This application is specifically available to:

  • Persons seeking admission to one of the programs at the University of Maryland, Baltimore (UMB); or
  • Students recently admitted to a UMB program, who have not yet started classes; or
  • Students recently admitted to a different UMB program than they were previously admitted and enrolled in; or
  • Students who are returning from a Leave of Absence.

Students who previously completed this application but deferred their admission should complete a new application for the actual term and program that the student will be attending as soon as possible. Students who previously completed this application but are now seeking admission for a subsequent term (due to a canceled, declined, or waitlisted application, or an application to an alternate program) should complete a new application for the actual term and program that the student will be attending as soon as possible.

This form is not available to previously enrolled or currently enrolled students who are seeking in-state classification. Application Opening Dates

In-State application open for new students the following dates:

  • Winter 2025: Monday, July 15, 2024
  • Spring 2025: Monday, July 15, 2024
  • Summer 2025: Friday, January 3, 2025
  • Fall 2025: Friday, January 3, 2025

Deadline

If you wish to be considered for in-state classification, the Office of the Registrar must receive your Application for In-State Classification prior to the first day of enrollment for the term and program for which you are seeking admission.

  • After the admissions application has been entered for review, we estimate that it will take 10 business days to review your residency application and determine your residency classification if the application is complete.  If additional information is needed, we estimate it will take up-to 21 business days for review and determine residency classification.

  • Please be advised that your residency classification cannot be determined until your completed application is received by the Office of the Registrar.

    • Click on LOCATIONS to find your nearest location. At Comptroller of Maryland branch offices, the following services are provided with no scheduled appointment:
      • Provides blank Maryland state tax forms and/or tax booklets.
      • Answers general tax questions.
      • Accepts completed Maryland tax returns and/or requested documents.
      • Provides additional IFTA decals to carriers in good standing and new carriers whose applications have been approved.
      • Provides certified copies of previously filed Maryland tax returns for individuals with identification.
