Space Survey

The University will submit its Facilities and Administrative (“F&A”) cost rate proposal to the Cost Allocation Services (“CAS”) division of the Department of Health and Human Services (UMB’s Cognizant Federal Agency). The space survey is used to help develop University Maryland, Baltimore’s next facilities and administrative (F&A) cost rate proposal.  This rate is negotiated with the Federal Government and allows UMB to recover the costs associated with supporting the research mission.  The recovery of these costs is critical to the ability to continue to engage in high quality research.

F and A Rate Overview

A Facilities & Administration (F&A) rate is essentially an equation which shows the facilities and administrative costs associated with research (numerator) as a percentage of the direct expenditures on sponsored research grants during the fiscal year (denominator).

How to Find the Total F&A Cost

Total F&A Costs are the annual facilities and administrative costs. The annual facilities and administrative costs are aggregated and know as "pool" costs. They are the numerator in the F&A Formula. 

Facilities Costs + Administrative Costs (Indirect Costs) = Total F&A Cost

Facilities Costs
The facilities component is the biggest driver of the F&A Rate calculation and is highly dependent on the result of the space survey.

Importance of Space Statistics

The rate calculation model uses space usage statistics to “allocate” facilities costs and show the percentage of the overall costs which support sponsored research.

Most research institutions conduct a space survey to maximize indirect cost recovery.

Who Completes the Survey?

Information for the space survey comes from those who are familiar with the functional usage of the space:

  • Research administrators
  • Department business/fund managers
  • Building managers
  • Lab managers, department chairs and/or principal investigators may provide information

Space Function Definitions

The space survey classifies rooms based on the activities performed in the rooms.  The space survey will be used to allocate the following F&A costs to research, instruction, and other functions:

  • Operations and maintenance (utilities, maintenance, etc.)
  • Building depreciation
  • Equipment depreciation
  • Interest

Organized Research (OR) 

Space used for research and development activities of UMB that are separately budgeted and accounted for. This includes externally sponsored projects and intramural UMB awards. Research activities include the rigorous inquiry, experimentation or investigation to increase the scholarly understanding of the involved discipline. Examples of Organized Research at UMB include:

  • Awards to UMB facul1y to support research activities, including career development awards
  • (NIHK-awards) Clinical trials
  • Awards for data collection, evaluation, analysis and/or reporting

Departmental Research (DR) 

Space used for research, development, and scholarly activities that are not organized and not separately accounted for. These activities are supported by internal funds for which no formal application/approval process was required. These funds are often commingled with funding for other nonsponsored activities such as administration, teaching, or other Universi1y duties.

Sponsored Instruction (SPIN) 

Space used for specific instructional or training activities established by grant, contract or cooperative agreement. This includes:

  • Fellowship support for pre-doctoral and post-doctoral training (NIH's T's & F's)
  • Support for writing textbooks or reference materials
  • Curriculum developments awards

Instruction (INS) 

Space used for the teaching and training activities of UMB that are not externally sponsored.

Other Sponsored Activities (OSA) 

Space used for programs and projects financed by federal & non-federal agencies and organizations which involve work other then instruction and organized research. This includes:

  • Health Service projects Communi1y Service Projects

Intergovernmental Personnel Agreements (IPA) 

Space used by individuals working under an intergovernmental personnel agreement or other similar salary reimbursement agreement.

Other Institutional Activities (OIA) 

Space used in conducting activities which do not correspond to any of the other listed definitions. Includes the following type of space:

  • Occupied clinics, athletic facilities, dormitories, dining halls, bookstores, coffee shops,
  • theaters, museums, alumni and development areas
  • Used by visiting facul1y or others that are not paid by UMB Any non-Universi1y use of the space
  • Where patient care activities are performed (e.g. patient rooms, diagnostic service
  • laboratories, etc.) if these activities are not funded through sponsored agreements.

Service Centers (SC) 

Space used for operations defined as service centers under the University's service center policy. For space used for the operations ofrecharge centers, as defined by the University's service center policy, code the space according to the function of those charged for the recharge center's operations.
