Nursing and Health Professions Loan Repayment

The University of Maryland Baltimore administers several loan programs. For information on applying for one of the loans below, please contact University Student Financial Assistance

  • Department of Health and Human Services Nursing Student Loan (NSL)
    Available to qualifying students in the undergraduate and graduate level Nursing programs. Interest does not accrue and payments are not required while enrolled at least half-time in a Nursing Program, during the 9-month grace period provided, or within periods of eligible deferment. Interest accrues at 5% annually while in repayment.

  • Department of Health and Human Services Health Professions Student Loan (HPSL)
    Available to qualifying students in the Dentistry and Pharmacy programs. Interest does not accrue and payments are not required while registered full-time in a health profession program, during the 12-month grace period provided, or within periods of eligible deferment. Interest accrues at 5% annually while in repayment.

Collections Assistance/Deferments

If you have received Federal Perkins Loans, Primary Care Loans, Nursing Student Loans, or Health Professions Loans while attending the University of Maryland Baltimore (UMB), the University is your lender. UMB uses a billing agent, ECSI, to generate monthly billing statements for our borrowers. ECSI offers a multitude of services for your student loan account, such as:

  • Viewing your account information
  • Making online payments
  • Access deferment forms
  • Sign up for electronic billing statements
  • Updating address and phone information
  • Verifying account balances
  • Obtaining loan payoff amounts

Past Due Loans

UMB Policy on Student Loan Collections outlines the Federal due diligence requirements for administering Federal Perkins Loans, Primary Care Loans, Nursing Student Loans, and Health Professions Loans.

At 45 days past due, UMB places transcript and registration hold on accounts for students past due on their Federal Perkins Loans, Primary Care Loans, Nursing Student Loans, and Health Professions Loans.  Holds will remain on the student record until proof of collection in full is received (i.e. bringing the account current or proof of repayment from collection agency).  Past-due loans are required to be reported to the credit bureaus.

Students who have defaulted on their loans will be forwarded to the Maryland Central Collection Unit (CCU) after 120 days past due.  Accounts referred to CCU have assessed a mandatory 17% collection cost in addition to the defaulted amount referred (principal and interest).  Borrowers who have been transferred to CCU must arrange repayment with their office directly.

Exit Counseling – Graduating Students/Less than Half-Time Students

Students who are either graduating or no longer registered in 6 or more credit hours will enter repayment after the grace periods provided below:

  • Nursing Student Loans – 9 months
  • Health Professions Loans (Dental & Pharmacy) – 12 months

Exit counseling provides a complete explanation of repayment, deferment, and cancellation privileges that pertain to your student loan.

You will be contacted directly by ECSI via email when you are required to complete the exit counseling.
